SITE ANALYSIS:

The subject property is located on Bahama Avenue, between Industrial Boulevard and Pirate Lane. The adjacent properties are zoned Residential Multi-Family (R-M) District.  The property across Bahama Avenue is zoned Light Industrial (LI) District.  Area and Zoning Maps are attached.

 

PROPERTY AND APPLICATION BACKGROUND:

The site is currently developed with a 6-bed residential care facility, with the original care facility being approved in 2006. The applicant is proposing to convert two existing rooms used for other purposes into two additional bedrooms and then place two beds per room instead of one.  This will create a 16-person residential care facility.  The R-M District allows residential care facilities with an approved Conditional Use Permit.  The definition of a residential care facility is:

 

RESIDENTIAL CARE FACILITY. A facility providing residential social or personal care, custody, or treatment for more than 6 individuals, not related to the operator and with limited ability for self-care, but where medical care is not a major element. Includes: children’s homes; transitional houses; orphanages; rehabilitation centers; self-help group homes. Convalescent homes, nursing homes, and similar facilities providing medical care are included under the separate definition of MEDICAL SERVICES - EXTENDED CARE.

This application does not change the operational nature of the existing use on the property, but the increase in the number of patients housed is the sole change requiring this Conditional Use Permit process to be undertaken by the applicant.  A Floor Plan drawing is attached.

 

COMMENTS FROM OTHER DEPARTMENTS/AGENCIES:

The Building Division will require a building permit to convert the existing rooms into bedrooms.  No other comments were received regarding this application.

STAFF RECOMMENDATIONS:

Staff recommends adoption of Resolution No. 24-06, approving a Major Conditional Use Permit for Tract 115, Block 5, Portion of Lot 14 to allow a 16-person Residential Care Facility in the Residential Multi-Family (R-M) District, with the following conditions:

 

1.                     A building permit is required to convert two rooms into bedrooms, for a total of eight bedrooms, and change of occupancy.

2.                     Shall comply with all state licensing and certification requirements.

I move to adopt Resolution No. 24-06, approving a Major Conditional Use Permit for Tract 115, Block 5, Portion of Lot 14 to allow a 16-person Residential Care Facility in the Residential Multi-Family (R-M) District with the conditions contained in the resolution.
