PURPOSE:

To approve the execution of Cooperative Purchase Agreement 500487 and purchase of one (1) Demers MXP170E Type I 4WD Ambulance mounted on 2024 Ford-450 4x4 Diesel Chassis through the Houston-Galveston Area Council (H-GAC), contract number AM10-23, in accordance with City Code §§ 3.10.010.3(A)(1) and 3.10.030.1.

 

BACKGROUND:

During the budget process for Fiscal Year 2023-24, the Fire Department made provisions for the procurement of new ambulances, subject to approval of the Certificate of Necessity (CON) and the implementation of the medical transport program. The Fire Department is currently in the final stages of the approval process for the CON.

 

The Fire Department is requesting to purchase one (1) new ambulance manufactured by RedSky. The proposed ambulance is available for purchase at competitively bid pricing through a H-GAC cooperative contract. The cumulative cost of the one (1) ambulance with options is $341,362.32, including delivery of the completed ambulance to Lake Havasu City.

 

H-GAC is a "Government-to-Government" procurement service that aims to increase the efficiency of governmental procurement by awarding competitively priced contracts for goods and services. All contracts available to H-GAC members, of which Lake Havasu City is a member, were awarded through a public competitive procurement process in accordance with state statutes.

 

The completed ambulance is expected to be delivered in July of 2024 after receipt of the purchase order. We are fortunate to have the opportunity to collaborate with RedSky on this purchase, as other vendors had provided a delivery time of 24-36 months due to production delays on ambulance chassis. This new ambulance will replace a 2008 ambulance in our fleet, and the cot system is being transferred to the new ambulance, reducing the unit's overall cost.

 

Additionally, the department is satisfied with the quality and standards of RedSky's ambulances, which meet our requirements. RedSky has demonstrated flexibility and responsiveness in adapting to the department's specific needs and timeline.

 

The proposed Cooperative Purchase Agreement is for a term ending on September 30, 2027, and allows the purchase of emergency vehicles. Staff requests authorization to renew the Cooperative Purchase Agreement for three additional one-year terms. 

 

COMMUNITY IMPACT:

The purchase of new ambulances for our medical transport program is expected to have a significant and positive impact on our community, providing benefits to residents and visitors of all ages and backgrounds. Our medical transport program is vital to enhancing emergency response capabilities, improving healthcare accessibility, and meeting the increasing demand for emergency medical transport services in our growing community.

 

FISCAL IMPACT:

Funds in the amount of $341,362.32 are allocated and available in the Fiscal Year 2023-24 budget in the General Fund to purchase the new ambulance.

SUGGESTED MOTION:Recommended Action

I move to approve and authorize the City Manager to execute the Cooperative Purchase Agreement for emergency vehicles; approve the cooperative purchase of one (1) Demers MXP170E Type I 4WD Ambulance mounted on 2024 Ford-450 4x4 Diesel Chassis from RedSky Emergency Vehicles in the amount of $341,362.32; and authorize City staff to exercise the option to renew the Agreement for three additional one-year terms.
