PURPOSE:

To approve the execution of Cooperative Purchase Agreement 500475 and purchase of two (2) 2024 Leader Type I 4WD Ambulances Mounted on 2023 Ford-550 4x4 Diesel Chassis through the Houston-Galveston Area Council (HGAC), contract number AM10-23, in accordance with City Code §§ 3.10.010.3(A)(1) and 3.10.030.1.

 

BACKGROUND:

During the budget process for Fiscal Year 2023-24, the Fire Department made provisions for the procurement of two (2) new ambulances, subject to approval of the Certificate of Necessity (CON) and the implementation of the medical transport program. The Fire Department is currently in the final stages of the approval process for the CON.

 

The Fire Department is requesting to purchase two (2) new ambulances manufactured by Professional Sales and Service, L.C. (PSS). The proposed ambulances are available for purchase at competitively bid pricing through a Houston-Galveston Area Council (HGAC) cooperative contract. The cumulative cost of the two (2) ambulances with Stryker Power Load System & Cots with options is $831,494.06, including delivery of the completed ambulances to Lake Havasu City.

 

HGAC is a "Government-to-Government" procurement service that aims to increase the efficiency of governmental procurement by awarding competitively priced contracts for goods and services. All contracts available to HGAC members, of which Lake Havasu City is a member, were awarded through a public competitive procurement process in accordance with state statutes.

 

The completed ambulances are expected to be delivered in August or September of 2024 after receipt of the purchase order. We are fortunate to have the opportunity to collaborate with PSS on this purchase, as other vendors had provided a delivery time of 24-36 months due to production delays on ambulance chassis.

 

Furthermore, the department is satisfied with the quality and standards of PSS's ambulances which meet the stringent requirements of the department. In addition, PSS has demonstrated flexibility and responsiveness in adapting to the department's specific needs and preferences. 

 

COMMUNITY IMPACT:

The purchase of new ambulances for our medical transport program is expected to have a significant and positive impact on our community, providing benefits to residents and visitors of all ages and backgrounds. Our medical transport program is vital to enhancing emergency response capabilities, improving healthcare accessibility, and meeting the increasing demand for emergency medical transport services in our growing community.

 

FISCAL IMPACT:

Funds in the amount of $831,494.06 are allocated and available in the Fiscal Year 2023-24 budget using American Rescue Plan Act funds to purchase the new ambulances.

I move to approve the cooperative purchase of two (2) 2024 Leader Type I 4WD Ambulances mounted on 2023 Ford-550 4x4 Diesel Chassis from Professional Sales and Service, LC, utilizing the HGAC contract in the amount of $831,494.06; authorize the City Manager to execute the Cooperative Purchase Agreement; and authorize City staff to exercise the option to renew the agreement for three additional one-year terms.
