PURPOSE:
Approve Change Order No. 1 to the JOC Task Order Proposal No. 1 for the FY 2023-24 Chip Seal Program with Cactus Asphalt (500293) and approve raising the per project limit for JOC Task Order No. 1 to $1,200,000 in accordance with City Code §§ 3.10.010.3(A)(1), 3.10.030.1, and A.R.S. §34-605(F).
BACKGROUND:
The Public Works Department is seeking approval to exceed the $1,000,000 maximum per project task order limit set forth in A.R.S. §34-605(F) for this project. A.R.S. §34-605(F) allows for this limit of $1,000,000 to be raised higher as prescribed by the agent in an action noticed pursuant to Title 38, Chapter 3, Article 3.1, which defines the rules for public meetings and proceedings. This request to exceed the $1,000,000 task order limit applies to JOC Task Order Proposal No. 1 only.
On February 27, 2024, Lake Havasu City Council awarded JOC Task Order Proposal No. 1 for the FY 2023-24 Chip Seal Program to Cactus Asphalt in an amount of $999,020.59. Staff would like to add the following additional streets to the existing project:
Hound Drive (Amberwood Avenue to Kiowa Boulevard)
Oro Grande Boulevard (Vaquero Drive to Alley 44)
Rainbow Avenue (Palo Verde Boulevard to Acoma Boulevard)
Being able to complete the chip seal on the additional streets while the contractor is performing similar work within the city, will save the City money. The proposal will add an additional $181,239.56 to the Task Order bringing the total cost of the project to $1,180,260.15.
This JOC Task Order Proposal will be for the FY 2023-24 Chip Seal Program. Chip seal is preventative maintenance. It seals smaller cracks, helps preserve the road, and ensures a longer lifespan.

FISCAL IMPACT:
Funds in the amount of $1,180,260.15 are allocated and available in the FY 2023-24 Highway User Revenue Fund (HURF).

I move to approve raising the per project task order limit for JOC Task Order Proposal No. 1 to $1,200,000; and approve Change Order No. 1 to the JOC Task Order Proposal No. 1 for the FY 2023-24 Chip Seal Program with Cactus Asphalt in an amount not-to-exceed $1,180,260.15 in total expenditures.
