PURPOSE:

Approve Task Order No. 7 to the Master Professional Services Agreement 500225 to C&S Engineers, Inc., for Construction Management Services for the Airport Obstructions Light/Mark/Remove Existing Hydrants and Replace Project to C&S Engineers, Inc., in accordance with City Code Section 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.

 

BACKGROUND:

This project was part of an overall Airport Operations Safety Improvement for removal of obstructions. In this case above ground hydrants were a collision safety concern. A project grant through the Arizona Department of Transportation (ADOT) was awarded and accepted on April 27, 2021, for 90% construction grant funding and 10% construction local match. Council awarded the construction contract to Craig Plumbing on February 27, 2024. Staff negotiated a fee of $77,208 with C&S Engineers, Inc., for construction management services which appears to be reasonable given the multitude of FAA Regulations for Certifications and Inspections on Airport Grounds.

 

COMMUNITY IMPACT:

The Lake Havasu City Airport is a vital economic and transportation hub in our community. This safety project enhances Airport and Flight Operations Safety. It plays a significant role in the local economy as well as bringing in many work-related visitors (military and civilian training).

 

FISCAL IMPACT:

Funds are available and allocated in the Fiscal Year 2023-24 Capital Improvement Plan for this project with Arizona State Department of Transportation (ADOT) Grant Funds covering 90% ($69,487) and the City Airport Fund covering 10% ($7,721).
