PURPOSE:

Approve Change Order No.1 (construction contract 500403) for the Construction of Vadose Well 9 as part of the Vadose Zone Well 8 and Facilities Re-bid Project being with Schofield Civil Construction, LLC, in accordance with City Code Sections 3.10.020(B)(2) and 3.10.030.1.

 

BACKGROUND:

The three wastewater treatment plants generate approximately 4 million gallons of effluent per day, and the Vadose wells are part of the effluent disposal system at the wastewater treatment plants. Currently the City has seven (7) Vadose wells, some of which have lost capacity over time due to the water column mounding in the well area. Construction of this new Vadose Well will provide more capacity in the Vadose wellfield.

 

On December 6, 2023, sealed bids were opened for the project and on January 9, 2024, the City Council awarded the contract to Schofield Civil Construction, LLC, for the base bid plus force account. Being able to complete Well 9 while the contractor is on site completing Well 8 will save the City money and will add much needed effluent disposal capacity.  The bid to construct Well 9 is $852,850.

 

COMMUNITY IMPACT:

Effluent disposal is a critical part of the wastewater treatment process for the City. Providing additional Vadose wells will allow for continued reliable disposal of effluent continuing to provide safe and efficient wastewater treatment in the City.

 

FISCAL IMPACT:

Funding in the amount of $852,850 for the drilling, construction, development and testing for Vadose Well 9 is allocated and available in the Fiscal Year 2023-24 Capital Improvement Plan using Wastewater Utility Funds.
