Approve Change Order No. 3 to Construction Contract for the Palo Verde Boulevard South, Industrial Boulevard & Kiowa Avenue Pavement Rehabilitation Project (Mike Wolfe)

FUNDING SOURCE:

Capital Improvement Plan (CIP) - Highway User Revenue Fund $308,700

Capital Improvement Plan (CIP) - Water Utility Fund $383,000

 

PURPOSE:

Approve Change Order No. 3 to Construction Contract 500396 for the Palo Verde Boulevard South, Industrial Boulevard & Kiowa Avenue Pavement Rehabilitation Project No. 108018 in accordance with City Code Section 3.10.010.2 (A.R.S. Title 34), 3.10.020.6 and 3.10.030.1.

 

BACKGROUND:

On August 9, 2023, sealed bids were opened for the project and Pioneer Earth Movers, Inc., was the apparent low bidder coming in at $1,462,816. The City Council awarded the construction contract on September 12, 2023, and construction began on October 16, 2023. The project is progressing on schedule. Public Works would like to extend the new pavement and water main limits 1,200 feet east from Kiowa Avenue to the Hwy 95 right-of-way. Engineering has negotiated pricing using the existing bid items and incorporated the increase in the quantities and the contract amount in this Change Order No. 3 totaling $691,700. The Contractor has requested an increase in time of 120 calendar days.

 

COMMUNITY IMPACT:

Industrial Boulevard provides access from and to a great deal of combined Industrial and Commercial zones.  Additionally, it provides direct access from Hwy 95 to London Bridge Road and Arizona State Parks. 1,225 feet of aged 8-inch ACP Watermain will be replaced under this new pavement. This street and water improvement is a critical piece of the water system and streets infrastructure.

 

FISCAL IMPACT:

Funds for street improvements are allocated and available in the Fiscal Year (FY) 2023-24 CIP budget using the HURF funds in the amount of $308,700.

 

Funds for watermain replacement are allocated and available in the FY 2023-24 CIP budget using the Water Fund in the amount of $383,000.

SUGGESTED MOTION:Recommended action

I move to approve and authorize the City Manager to execute Change Order No. 3 to Construction Contract 500396 for the Palo Verde Boulevard South, Industrial Boulevard & Kiowa Avenue Pavement Rehabilitation Project with Pioneer Earth Movers, Inc., in the amount of $691,700 for a total project cost of $2,154,516.
