Award Bid for the Construction Contract for Re-Bid City Core Pavement Rehabilitation Project to Pioneer Earth Movers, Inc. (Mike Wolfe)

FUNDING SOURCE:

Capital Improvement Plan (CIP) - Highway User Revenue Fund $3,074,909

Capital Improvement Plan (CIP) - Water Utility Fund $1,665,713

PURPOSE:

Award bid for the Construction Contract 500410 to Pioneer Earth Movers, Inc., for the Re-Bid City Core Pavement Rehabilitation Project No. B24-PW-106013-500410 in accordance with City Code Section 3.10.040.

 

BACKGROUND:

This project was rated highly in the 2022 Pavement Priority Rating. Council previously allocated funding from the General Fund to the Highway User Revenue Fund for more paving of our streets. This project is the result of a portion of that allocation.

 

The Engineering Division utilized Kimley Horn and Associates for the preparation of plans and specifications for this project. The City Core Project is comprised of McCulloch Boulevard, from Smoketree Avenue to the London Bridge; Swanson Avenue, from Hwy 95 to Smoketree Avenue; Smoketree Avenue, from Swanson Avenue to Mesquite Avenue; and Riviera Boulevard, from Swanson to Palo Verde Boulevard South.

 

On February 7, 2024, one (1) bid was received.

 

The responsive low bidder is:

Pioneer Earth Movers, Inc.                       Base Bid + Force Account $4,740,622

 

COMMUNITY IMPACT:

This project provides enhances the quality of our streets in an important industrial and commercial corridor in Lake Havasu City.

 

FISCAL IMPACT:

HURF funding of $3,074,909 and Water Utility Funds of $1,665,713 are allocated and available in the Fiscal Year 2023-24 Capital Improvement Plan budget.
