PURPOSE:
To approve the submission of grant applications to the Arizona Governor’s Office of Highway Safety to fund projects related to aspects of highway safety.
BACKGROUND:
The Arizona Governor’s Office of Highway Safety (GOHS) provides grant funding for projects relating to all aspects of highway safety.
The Lake Havasu City Police Department desires to submit grant applications for the following:
• Police Traffic Services (PTS) - Funding in the amount of $30,000 for reimbursement of personnel services (overtime) and associated employee related expenses and $10,292 for the purchase of three (3) Lidar and two (2) Radar units to conduct enhanced traffic enforcement throughout the community.
• Accident Investigation (AI) - Funding in the amount of $5,462 for the purchase of ground markers for drone documentation and crash scene evidence markers for crash scenes, as well as funding for two (2) officers to attend online training in traffic related investigations.
The Lake Havasu City Fire Department desires to submit a grant application for the following:
• Emergency Medical Services (EMS) - Funding in the amount of $37,629 for the purchase of two (2) Holmatro Pentheon PCT 50 extrication tools, including additional batteries and charging devices.
The grant application deadline is March 8, 2024, and if awarded will be effective for Federal Fiscal Year 2025, which begins October 1, 2024, and ends September 30, 2025.
COMMUNITY IMPACT:
The Lake Havasu City Police Department has been awarded and utilized GOHS grant funding for a number of years for DUI/traffic enforcement and traffic equipment, resulting in increased safety throughout the community while easing the burden on General Fund resources.
FISCAL IMPACT:
Appropriation in the amount of $83,383 will be requested through the Fiscal Year 2024-25 budget process. There is no City match requirement for this grant.

SUGGESTED MOTION:Recommended Action
I move to adopt Resolution No. 24-3727 approving the submission of grant applications to the Governor’s Office of Highway Safety for consideration in Arizona’s 2025 Highway Safety Plan; and authorize the City Manager to execute the application and grant agreement, deliver all documents necessary to carry out the terms and intent of the grant, and take all steps necessary to implement and complete the activities funded and required by the grant, subject to necessary review and approval by the City Attorney.
