Award Agreement for Professional Services for the Milling and Overlay of City Core Streets Project to Kimley-Horn & Associates, Inc. (Mike Wolfe)

PURPOSE:

Award Agreement 500327 for Professional Services for the design and preparation of bid documents for the Milling and Overlay of City Core Streets in accordance with City Code Section 3.10.030. 

 

BACKGROUND:

A Street Pavement Priority Array Program was developed using industry criteria to rate street segments within the City. Several Segments in five (5) of the top twelve (12) rated streets were within the City Core. These streets have high pedestrian and vehicle traffic and poor pavement ratings in the City’s important Commercial and Retail Core:

                     McCulloch From Smoketree to London Bridge

                     Swanson from Hwy 95 to Smoketree

                     Smoketree from Swanson to Mesquite

                     Riviera from Swanson to Palo Verde S.

 

Staff has negotiated a fee of $165,535 with Kimley-Horn & Associates, Inc., for Professional Services, which we feel is fair and reasonable.

 

COMMUNITY IMPACT:

Recent mill and fill projects have proven to be very efficient where the roadway subgrade conditions are not failing. Surface failures can be rehabilitated, and more roadway segments can be included in a Mill and Fill Hot Mix Program. The Priority Array has been implemented to consider the best treatment for the roadway conditions considering all of our busiest streets network. This program will make positive fiscal impact to the community’s infrastructure. 

 

Utility evaluations of the current water, sewer and storm drain systems have been considered and staff will closely coordinate with local private utilities to incorporate upgrades as needed. Recommendations and potential cost impacts will be provided.

 

FISCAL IMPACT:

Sufficient funds are available in the HURF budget.
