PURPOSE:
To approve the purchase of Mifram Security Modular Vehicle Barriers and accessories from Security Pro USA, utilizing U.S. General Services Administration (GSA) Contract GS-07F-0577T, in accordance with City Code §3.10. 010.3(A)(1) for cooperative purchase contracts and §3.10.010.3(A)(2) for sole source purchases.
BACKGROUND:
On February 9, 2021, City Council approved the submission of a grant application to the Arizona Department of Homeland Security (AZDOHS) for modular vehicle barriers and this grant has been awarded to Lake Havasu City. A quote was obtained from Security Pro USA for these items with the purchase of the modular vehicle barriers and the pivot system being quoted at a price lower than the GSA contract. The GSA contract also references a standard metal storage box at a cost of $755.43 each; however, it is staff’s recommendation to sole source purchase two customized storage bins at an increased cost of $10,933.11 plus applicable tax. The standard metal box does not provide for organization or protection of the modular vehicle barriers and does not come equipped with a locking mechanism. The customized storage bins that are proposed to be purchased have specific channels to keep the barriers secure and will also allow for deployment of the units from a standing position rather than having to bend over to reach into the metal bin to deploy each barrier. The customized storage bins are equipped with a locking mechanism and will be mounted to a dedicated trailer at the Streets Division, so they are readily available for deployment.
COMMUNITY IMPACT:
These barriers will be deployed by the Streets Division to provide protection at designated areas of ingress and egress and greatly enhances safety and security at community events.
FISCAL IMPACT:
Appropriation in the amount of $99,332 plus applicable tax is included in the FY 21/22 Grants Fund.

I move to approve the purchase of Mifram Security Modular Vehicle Barriers and accessories from Security Pro USA utilizing GSA Contract GS-07F-0577T for 86.7% of the purchase ($86,132) and sole source for storage box customization 13.3% of the purchase ($13,200) in an amount of $99,332, plus applicable tax.
