PURPOSE:
To approve a Landscaping Agreement with Bradley Investments, Inc. d/b/a Riverview Auto to provide for the landscaping.
BACKGROUND:
Bradley Investments, Inc., d/b/a Riverview Auto, desires to provide landscaping improvements to the Arizona Department of Transportation (ADOT) right-of-way between Industrial Boulevard and West Acoma Boulevard on the West side of Highway 95 (identified in Exhibit A). This property lies in front of the newly constructed Riverview Auto and is approximately 12,000 square feet. The proposed improvements would be part of the beautification effort along the Highway 95 corridor (proposed landscaping improvements shown on Exhibit B).
An ADOT permit will be required for the landscaping of the property and will be acquired by the City. In exchange for improving the property, the City will reimburse Bradley Investments the actual cost of landscaping, not to exceed $31,533, in equal monthly credits of at least $647.67. (Bradley currently leases two parcels from the City in front of Bradley Chevrolet for the display of vehicles. The monthly rental amount for these two parcels is $647.67, the monthly rental amount will be applied towards the credit for the landscaping improvements identified in this proposed Agreement.) Bradley received a quote to improve the property as shown in Exhibit B totaling $31,533.
The City entered into a similar Landscaping Agreement with Bradley for the landscaping improvements made in front of Bradley Chevrolet in 2008.
The Agreement shall continue until the total reimbursement amount is paid in full, but shall not exceed five (5) years. Bradley will be responsible for maintaining the property.
The City previously identified the landscaping of the Highway 95 Corridor as an important and beneficial beautification project of the City.
COMMUNITY IMPACT:
Supporting the beneficial use of City property and the beautification of the Highway 95 corridor.
FISCAL IMPACT:
Credit not to exceed $31,533 will be applied to Bradley’s receivable account and the monthly payment of $647.67 from lease payments will be applied against the credit until the credit is consumed or the terms of the applicable agreement expire, whichever occurs first.
