Award Bid for the Refurbishment of One Fire Department 2007 Pierce Velocity Pumper Engine to Firetrucks Unlimited (Chief Pilafas)

PURPOSE:

Award bid for the refurbishment of one (1) Fire Department 2007 Pierce Velocity Pumper Engine (ITB No B22-Fire-500200) in accordance with City Code § 3.10.030.1.

 

BACKGROUND:

The Fire Department solicited bids for the refurbishment of a 2007 Pierce Velocity Pumper Engine.  Firetrucks Unlimited was the sole bid response and met all of the specifications.

During the Fiscal Year 2021-2022 budget process, the Fire Department & Vehicle Maintenance Division established a tentative 5-year FD vehicle replacement/refurbishment plan to address the aging fleet, increase maintenance costs, and excess out-of-service time.

The plan recommended a pilot program to refurb one fire engine to extend the service life by 5-10 years.  The cost of a new fire engine is approximately $800,000 to $900,000.  A refurbishment is less than half of the cost of a new engine at $319,945.  The gold-level refurbished engine will be nearly new and will provide the FD with a safe and reliable vehicle to serve the community.

The Fire Department's apparatus committee determined that the refurbishment of the 2007 Pierce Velocity Pumper Engine would be the most cost-effective for the pilot program based on the engine's overall condition.  The refurbishment will comply with the National Fire Protection Association 1912 Standard for Fire Apparatus Refurbishing.  The estimated time to complete the refurbishment of the fire engine is six to eight months. Staff recommends awarding the bid to Firetrucks Unlimited.

 

COMMUNITY IMPACT:

Providing a cost-effective and reliable fire engine to allow the Lake Havasu City Fire Department to serve the community needs for fire, rescue, and emergency medical services.

 

FISCAL IMPACT:

Funds in the amount of $319,945 are available in the Fiscal Year 2021-2022 General Fund within the Fire Department Budget.  The amount budgeted for capital outlay for this refurbishment is $300,000. The additional $19,945 will be funded by other savings within the Fire Department budget.
