COUNCIL COMMUNICATION

TO:                                          Honorable Mayor and Council

FROM:                     Daniel P. Doyle, Chief of Police

SUBJECT:Title

Adopt Resolution No. 21-3544 Approving and Authorizing the City Manager to Execute an Interagency Service Agreement with the Arizona Department of Transportation for AZTraCS Use (Chief Doyle)

PURPOSE:

To adopt a resolution approving and authorizing the City Manager to execute an Interagency Service Agreement with the Arizona Department of Transportation (ADOT) for the use of AZTraCS.

BACKGROUND:

Traffic and Criminal Software (TraCS) is licensed by the Iowa Department of Transportation for ADOT to develop Arizona’s custom safety data collection capabilities, which include crash, citation and other data entry forms for the electronic capture and transfer of data from law enforcement agencies to ADOT and the courts.  The purpose of this Interagency Service Agreement is to outline the responsibilities for the use of the software, state standard data entry forms, data files, and all other associated documentation and/or instructions.  This agreement will allow Lake Havasu City Police Department to use AZTraCS under a non-exclusive, non-transferable, non-sublicensable license, free of charge.

COMMUNITY IMPACT:

Having all necessary forms in one software platform allows officers to group all documents from an incident and auto-populates from one form to another, resulting in more efficient completion of required forms and mandatory reporting.  Citation data can be electronically sent to the Court allowing for a streamlined process for staff and the community.

FISCAL IMPACT:
