PURPOSE:
Award Bid to American Road Maintenance for runway 14/32 sealcoat application and materials in accordance with City Code Section 3.10.040.
BACKGROUND:
Due to the condition of the Runway and the rate at which it is unraveling, it needs an emergency sealcoat to prevent it from worsening prior to the Runway Rehabilitation that is scheduled for Fiscal Year 2022-23. The current condition is a safety hazard that needs to be addressed to keep the airport open and operational in a safe manner. The runway was constructed in 1991, with only one rehabilitation project since, in 2015. With the extreme heat conditions we have, the expected life of our runways shorten tremendously without continued preventative maintenance, which it has been lacking. Unfortunately, the runway has reached a point where airport staff needs to sweep the runway daily, keeping them from other daily duties. This project will extend the life of the runway until its expected rehabilitation.
COMMUNITY IMPACT:
The Lake Havasu City Airport is a vital economic and transportation hub in our community. It plays a significant role in the local economy as well as bringing in many work-related visitors (military and civilian training). The award of this bid would continue to further the aviation community in a positive and safe manner.
FISCAL IMPACT:
Funds are available in the current airport budget. Approximately $73,000 will come from the operating budget with the remainder from the Airport Capital Improvement Plan budget.
