Approve Cooperative Purchases and Annual Expenditures Over $50,000 for Water and Wastewater Equipment Maintenance and Repair Services with Hennesy Mechanical Sales, LLC; James, Cooke & Hobson, Inc.; Keller Electrical Industries, LLC; Phoenix Pumps, Inc.; and Weber Water Resources, LLC (Thilak Fernando)

PURPOSE:

Approve cooperative purchases and annual expenditures over $50,000 for Water and Wastewater Equipment Maintenance and Repair Services with Hennesy Mechanical Sales, LLC (City’s Contract Number 500206); James, Cooke & Hobson, Inc. (500207); Keller Electrical Industries, LLC (500208); Phoenix Pumps, Inc.(500209); and Weber Water Resources, LLC (500212) utilizing the City of Chandler, Arizona Contract No. PW2-936-4357 in accordance with City Code Section § 3.10.010.3 (A)(1).

 

BACKGROUND:

The Public Works Department, Water and Wastewater Divisions, have been utilizing cooperative agreements with Hennesy Mechanical Sales (Hennesy) and James, Cooke & Hobson (JCH) through the City of Chandler, however, they expired August 31, 2021, with no remaining renewals.

 

The City of Chandler issued a new RFP for Water and Wastewater Equipment Maintenance and Repair Services in July 2021, and awarded 12 contracts to various contractors in August 2021.  The Water and Wastewater Divisions, would like to continue to utilize cooperative purchasing with five of those contractors as follows;

 

Hennesy is the exclusive representative for Arizona municipalities for pumps, blowers and parts for Fairbanks Morse, Myers and United Blowers, and is the exclusive factory authorized service and repair facility for Fairbanks Morse pump products.

 

JCH is the exclusive representative for Arizona municipalities for pumps, blowers and parts for Flygt and Kaeser, and is the exclusive factory authorized service and repair facility for Flygt pumps. Wastewater has 60 in-service pumps and blowers that are these brands.

 

Keller Electrical Industries, LLC, is a full service electrical motor, pump and variable frequency drive (VFD) repair and supply company, specializing in industrial motor manufacturing and repair, custom electrical controls, and equipment service, installation, and maintenance. 

 

Phoenix Pumps is a full service pump company specializing in the engineering, rebuilding and supply of various pumps and pumping equipment.  Phoenix Pumps is the authorized factory representative for Arizona municipalities for Goulds and Fybroc pumps, which are used at our treatment plants.

 

Weber Water Resources is a full service pump company specializing in the rebuilding, purchasing and supply of various pumps and pumping equipment, and has experience with our systems.

 

We have established relationships with all of these firms and are happy with their responsiveness and work product.

 

COMMUNITY IMPACT:

Preplanned asset replacement avoids unnecessary and excessive damage to City infrastructure and helps the City to provide better and more efficient service.  Utilizing the cooperative purchase agreements for various water and wastewater equipment, parts and service provides greater efficiency and economy through leveraged pricing.

 

FISCAL IMPACT:

No purchases are being made with this action; only approval of the agreements.  Appropriated funds for the purchases of Water and Wastewater Equipment Maintenance and Repair Services are available throughout the year in the Water and Wastewater Utility Funds. Purchases for Fiscal Year 2021-22 will remain within the budgeted amounts in each fund.

SUGGESTED MOTION:Recommended Action

I move to approve the execution of a Cooperative Purchase Agreement utilizing the City of Chandler, Arizona Contract No. PW2-936-4357, through August 31, 2023, with Hennesy Mechanical Sales, LLC; James, Cooke & Hobson, Inc.; Keller Electrical Industries, LLC; Phoenix Pumps, Inc.; and Weber Water Resources, LLC; authorize the City Manager to execute the Agreement; and authorize City staff to execute additional renewal options, and for the Water and Wastewater Divisions to exceed $50,000 in annual expenditures for the term of the Cooperative Agreements with each contractor.
