PURPOSE:
To adopt an ordinance amending City Code Section 3.20.040 and updating City costs recovered.
BACKGROUND:
Annually, the City undergoes a review of fees and charges as required by Chapter 3.20 of the City Code. During the process, departments review their fee schedules and make recommendations to either increase, decrease, or maintain the fees. They evaluate the need for new services as the citizens’ needs change. New fees are added as services are identified and others are eliminated when the service is no longer needed.
In 2016, the City established a method to adjust fees by using the Consumer Price Index (CPI) when calculating recommended fee changes. This method allowed for reasonable costs to be covered and minimize large changes in fees and charges. It was decided to complete a detailed review of services every few years. The last detailed review was done in 2018, so this year a detailed review was again conducted.
In determining the cost for each of the services, the current wages paid to employees was used, which includes the results of the position analysis process. In most cases, fees reflect a slight increase. Departments had an opportunity to review the proposed fee changes, make needed adjustments and approved the Master Fee Summary that is included with this Council Communication.
A few important fee changes to note are:
• New fee was included for Telecommunications in Public Right-of-Way.
• New fee was included for Municipal Courts for Defaults.
• New fee was included for Film Permit Application.
• New fee was included for Stormwater Review.
• Suspension fee was removed for Municipal Courts.
• If a fee is included in a contract, the contract terms prevail.
• Fee changes would be effective January 1, 2022.

Adjustments to fees based on a detailed time and materials analysis. Increases and decreases in fees match current costs or market rates.
