FUNDING SOURCE:

General Fund Operating Transfer to Airport Fund covering the City match. 

City Match (Airport Fund): $45,000

ADOT Grant Offer: $405,000

PURPOSE:

To secure an Arizona Department of Transportation (ADOT) Airport Improvement Grant for: Design and Construct- Remove existing Hydrants and Replace (Project No. AP2).

 

BACKGROUND:

ADOT offered a $405,000 (90%) state shared airport improvement grant (E1S1V01C) on December 28, 2020, to design and construct fire hydrant replacements.  These hydrants do not meet the Federal Aviation Administration (FAA) design standards for objects in an object free area. The City will contribute $45,000 (10%).

 

The ADOT grant will cover the design and construction of this improvement on airport controlled property.  ADOT grants cannot be used for improvements on airport-leased property.  ADOT anticipates that the design and construction costs will be around $450,000 and will contribute 90% of those costs.

 

COMMUNITY IMPACT:

The Lake Havasu City Airport is a vital economic and transportation hub in our community. It plays a significant role in the local economy as well as bringing in many work-related visitors (military and civilian training).

 

FISCAL IMPACT:

This will be a project requested in the FY2021-22 Capital Improvement Plan. ADOT, pending airport improvement grant E1S1V01C, will provide 90% or approximately $405,000 of the cost with a remaining City match of 10% or approximately $45,000. The City match amount is transferred from the General Fund to the Airport Fund.

SUGGESTED MOTION:Recommended Action

I move to adopt Resolution No. 21-3495 approving the Airport Development Reimbursable Grant Agreement (E1S1V01C) with the Arizona Department of Transportation, Multimodal Planning Division - Aeronautics Group, for the design and construction of fire hydrant replacement project and authorize the City Manager to execute the agreement on behalf of the City.
