PURPOSE:

Award Agreement for Professional Construction Support Services for the Island Wastewater Treatment Plant (WWTP) Flow Equalization Basin Replacement Project in accordance with City Code Section 3.10.040 (Project No. SS2720).

 

BACKGROUND:

In December of 2014, staff performed a consultant selection process to obtain engineering services for wastewater needs.  The selection process used by staff was a qualifications based process, which required response to an RFQ and subsequent interviews. Carollo was chosen by the selection committee to provide wastewater system engineering services to the City.

 

This project will provide for the replacement of the existing non-functioning Flow Equalization Basin. Carollo was the design consultant who created the plans and specifications for the project and therefore best suited to provide the construction support services during the anticipated construction.

 

Staff has negotiated a fee of $234,777 with Carollo for Professional Services, which we feel is fair and reasonable.  This amount is less than 5% of the estimated cost of construction

 

COMMUNITY IMPACT:

The Flow Equalization Basin Replacement project provides for safety and industry standard updates, as well as new storage capacity. Replacement of the existing Flow Equalization Basin is crucial to continue the reliable service of treating wastewater received from the community. Additionally, the Island Treatment Plant is occasionally out of compliance with certain permit criteria and this Flow Equalization Basin is a critical piece of the system infrastructure to correct this.

 

FISCAL IMPACT:

Funds in the amount of $234,777 are available in the Capital Improvement Plan using Wastewater Utility Funds for the Island WWTP Flow Equalization Basin Replacement Project.
