Adopt Resolution No. 21-3489 Authorizing the Submission of an Application for Federal Fiscal Year 2021 Community Development Block Grant Funds and Authorizing all Actions Necessary to Implement and Complete the Activities Outlined in the Application (Holly Morin)

PURPOSE:

Adopt a resolution authorizing the submission of an application for Community Development Block Grant (CDBG) funding for $855,224 to be used for housing rehabilitation for eligible, owner-occupied, single-family residences, located within the city limits and for administration of the program.

 

BACKGROUND:

CDBG funds can only be used towards activities that meet one of three CDBG National Objectives:

1.                     Provides benefit to low-to-moderate income persons,

2.                     Prevents or eliminates slum or blight, or

3.                     Meets another urgent community need.

 

Also, at least 51% of all funds for this particular grant must benefit persons of low and moderate income.

 

The activity we are applying for will benefit low-to-moderate income persons. 

 

Furthermore, for housing-related activities, eligible activities are:

1.                     Owner-Occupied Housing Rehabilitation,

2.                     Rental Housing Rehabilitation, or

3.                     Lead-based Paint Evaluation or Reduction.

 

The activity we are applying for is owner occupied housing rehabilitation.

 

The maximum grant available including administrative funding under this grant is $855,224.

 

COMMUNITY IMPACT:

The adoption of this resolution publicizes the community’s commitment to extend the life of affordable homes for eligible, owner-occupied, single-family residences, located within the city limits.

 

FISCAL IMPACT:

Federal Fiscal Year 2021 CDBG Program funds in the amount of $855,224.
