Adopt Resolution No. 21-3492 Authorizing the Submission of a Grant Application with the Bureau of Justice Statistics for the FY 2021 National Criminal History Improvement Program to Improve Reporting and Authorizing Execution of Necessary Documents and Implementation of the Activities Funded by the Grant (Mitchell Kalauli)

PURPOSE:

Adopt a resolution authorizing submission of an application to the Bureau of Justice Statistics for the FY 2021 National Criminal History Improvement Program. The National Criminal History Improvement Program will improve reporting of dispositions and improve reporting to the National Instant Criminal Background Check System (NICS).

 

BACKGROUND:

This program furthers the Department’s mission to reduce violent crime and address gun violence by enhancing the criminal justice capabilities of U.S., state, and tribal governments by improving the accuracy, utility, and interstate accessibility of criminal history and related records in support of national record systems and their use for name and fingerprint-based criminal history background checks.

 

COMMUNITY IMPACT:

Ensuring accuracy of dispositions in the judicial system will enhance the safety of our community.

 

FISCAL IMPACT:

Bureau of Justice Statistics (BJS) funds in the amount of up to $65,000 for two years. These funds will include the costs of employee wages and supplies needed to complete this project. There is a 10% matching fund requirement for the City consisting of a percentage of in-kind contributions of wages. There is not an obligation to continue the services beyond the completion of the grant.

SUGGESTED MOTION:Recommended Action

I move to adopt Resolution No. 21-3492 authorizing submission of an application for a grant with the Bureau of Justice Statistics (BJS), and authorizing City staff to submit the application and the City Magistrate to execute subsequent grant agreements, deliver all documents necessary to carry out the terms and intent of the grant, and take all steps necessary to implement and complete the activities funded and required by the grant, subject to necessary review and approval by the City Attorney.
