PURPOSE:

To approve a Professional Services Agreement for Backup Water Source - Exploratory Well Drilling. 

 

BACKGROUND:

In 2007, the City completed a Comprehensive Water Master Plan, and earlier this year, the 2018 Update to the 2007 Plan was completed.  A critical element of the 2018 Water Master Plan was to address water supply capacity, reliability, and vulnerability, and provide recommendations to ensure long-term sustainability of the City’s water source and the Horizontal Collector Well.

 

The City’s original water source was the North Well Field (NWF), however since placing the Horizontal Collector Well (HCW) into service in 2004, the NWF has been used sparingly as a backup water source to allow for the HCW to be taken out of service for short periods of time for maintenance.  The original wells are approximately 40 years old and many have deteriorated beyond repair; we currently do not have a backup water source that provides for 100% redundancy, limiting our ability to perform long term maintenance on the HCW.  Jacobs Engineering Group, Inc., will be performing exploratory well drilling as an initial step to increase our backup water supply and locate a permanent second water source.   

 

COMMUNITY IMPACT:

The project will ultimately provide for a robust backup water supply, and allow the Horizontal Collector Well to be safely taken out of service for scheduled maintenance.  It also lays the groundwork for our long-term plans for redundancy by exploring new well locations for a second water source.

 

FISCAL IMPACT:

Sufficient funds are available the Capital Improvement Program in projects WT7530 North Well Replacement and WT7550 Second Ranney Well Site. Funding source is Irrigation and Drainage District Fund.
