PURPOSE:
To approve the Lake Havasu City 2020 Water Conservation Plan.
BACKGROUND:
Lake Havasu City is required through its Colorado River Water Contract (#3-07-30-W0039) with the Bureau of Reclamation to update the City’s Water Conservation Plan every five years. The last update occurred in 2015 and the next update is due by the end of 2020. The Water Conservation Plan provides a current status of the City’s water supply portfolio, infrastructure, demand, zoning, water rates, water related ordinances, water demand projections, historic and existing water conservation efforts, water shortage (drought) contingencies, and current and proposed water conservation measures and projects. Over the next five years, many of the proposed water conservation measures in the plan will be submitted to Reclamation’s Water Conservation Field Services Grant Program - Water Conservation Plan Implementation and/or to Reclamation’s WaterSMART Grant Program. The Water Conservation Plan was reviewed and approved by Reclamation, and upon City Council’s approval, will be posted on the City’s website, www.lhcaz.gov <http://www.lhcaz.gov>, as well as the City’s water conservation website, www.havasuwatersavers.org <http://www.havasuwatersavers.org>.
UPDATES/CHANGES:
The Lake Havasu City 2020 Water Conservation Plan is a direct update from the Lake Havasu 2015 Water Conservation Plan. The following changes were made to the 2015 document to bring the 2020 update up to current standards: population projections were updated to reflect current and predicted population growth, the number of available/ buildable lots within Lake Havasu City’s water service area was updated, yearly water diversion, demand, reuse and consumption data was updated to reflect the past 5 + years, and to reevaluate future demand/consumption projections, the impact of future possible shortages was reevaluated based on current Arizona water supply/demand statistics and the impacts of recent policy such as the Lower Colorado River Basin Drought Contingency Plan, current water conservation activities were updated to reflect ongoing projects/programs dedicated to reducing Lake Havasu City’s water consumption, and lastly, water conservation activities planned to be implemented were updated to provide a list of goals we hope to achieve over the next 5 years.
COMMUNITY IMPACT:
Ongoing and proposed water conservation measures will continue to improve the City’s water use efficiency, allowing for more flexibility in reacting to future Colorado River shortage declarations and population growth within the Lake Havasu City water service area. The measures will also delay the need to purchase more Colorado River water.
