PURPOSE:

Award bid for Fiscal Year 2019-20 Crack Seal Program, Project SM313N-3274 in accordance with City Code § 3.10.030.1.5.1. 

 

BACKGROUND:

Lake Havasu City maintains its roadways with standard maintenance practices, including the crack sealing of those roadways scheduled for future chip seal or asphalt concrete pavement in need of this treatment. This will be the sixth year that the City will utilize contract services to complete our Crack Seal Program.

 

The City provides the crack seal material to the contractor from the Arizona State Contract pricing, ensuring a low cost for materials. This year’s program cost for labor is approximately $0.197 per square yard. This is a decrease from last year’s price of $0.21 per square yard. 

 

Approximately 1,392,500 square yards will be treated this year, an increase of 50% of last year’s program. This is the equivalent of approximately 225 lane miles of roadways, or about 15% of our total assets including seven City owned parking lots.

 

There were five bidders for this work, ranging from the low bid from Holbrook Asphalt of $274,900 to a high of $636,250. The average of all five bids was $428,410.

 

COMMUNITY IMPACT:

By contracting out this work, the City maximizes the efficiency and effectiveness of the community’s resources. Crack sealing extends the life of the roadways and maximizes the community’s return on investment. This work will address approximately 15% of our total roadways.

 

FISCAL IMPACT:

Appropriations are available in the Highway User Revenue Fund (HURF) for Fiscal Year 2019-20.
