Adopt Resolution No. 19-3345 Authorizing the Filing of Applications with the Federal Transit Administration for Federal Transportation Assistance as the Direct Recipient of Funding (Section 5307) and Authorizing Execution of Necessary Documents and Implementation of the Activities Funded by the Grant (Patrick Cipres)

PURPOSE:

To adopt a resolution authorizing City staff to submit the necessary applications to the Federal Transit Administration (FTA) to enable Lake Havasu City to become a direct recipient of Federal Transportation Assistance funding for Fiscal Year 2020-21. 

 

BACKGROUND:

Lake Havasu City has met the population threshold to become a direct recipient of 5307 funding from the Federal Transit Administration (FTA). This is a new process for Lake Havasu City. Previously Lake Havasu City would coordinate with the Arizona Department of Transportation (ADOT) administer for the funding process and for FTA funds under the 5311 and 5313 programs. These new funds will be used for current and future Transit Projects. The funds have a City match of 15-20% for capital projects and a 50% match for operational purchases.

 

The City has replied to FTA with an intent to obligate letter to ADOT for the 2019 apportionments. The 2019 amount is $400,000 and Lake Havasu City has up to five years to use it. Lake Havasu City is eligible to match up to approximately $800,000 of FTA funding annually.

COMMUNITY IMPACT:

The LHMPO has contracted with Kittelson and Associates Inc. out of Tempe, Arizona, for a Transit Study which has an estimated completion timeline of December 2019. Once completed, this comprehensive Transit Study will provide a data driven view of the transit needs of the community in its entirety. The scope of the study will include a review as well as recommendations for a multi-phase data driven plan.

 

FISCAL IMPACT:

Matching funds of $116,500 will come from the current annual Havasu Mobility budget which will be prioritized to leverage these additional matching funds. Currently the program is funded from the Lake Havasu City general fund and local committed stake holders with only a limited match for vehicle purchases from FTA. Going forward Lake Havasu City will be notified annually of the new fiscal years’ apportionment amount usually in April or May.
