Approve Amendment No. 1 to the Architectural Services Agreement for Phase 2 of the Environmental Learning Center Project with Jones Studio, Inc. (Jess Knudson)

PURPOSE:

To approve Amendment No. 1 for Professional Services for Phase 2 of the Environmental Learning Center (ELC) in accordance with City Code Section 3.10.040.  (Project No. FA1040)

 

BACKGROUND:

In November of 2017, staff and members from the Vision 20/20 Water Pillar 4 performed a consultant selection process to obtain professional services for the Environmental Learning Center.  The selection process used was a qualifications based process, which required response to a RFQ and subsequent interviews. Jones Studio, Inc., chosen by the selection committee, provides the professional services to the City on behalf of Pillar 4.

 

A fee of $276,270 was negotiated with Jones Studio, Inc. for Professional Services for Phase 2, which Pillar 4 feels is fair and reasonable. Phase 2 includes the Master Planning of the 80-acre site, Conceptual Design, Renderings, Permitting Requirements, Program Schedule and the development of a Marketing Tools Package as outlined by the community in a series of Town Halls during the America’s Best Communities (ABC) competition.

 

Funding for Phase 2 is available through the ABC competition prize money, which is the remaining balance of the funds available for the ELC project.  The ABC funds are held by the Partnership for Economic Development (PED).

 

COMMUNITY IMPACT:

This project is a major component of the City’s Vision 20/20 Plan, a program developed by the community that led to the City winning $2 million in the ABC competition.

 

The ELC can serve multiple disciplines, including the multitude of government agencies, water authorities, special districts, schools, universities and Lake Havasu City. The City could relocate its water laboratory to this site.  A new water laboratory is not currently budgeted. 

 

FISCAL IMPACT:

Sufficient ABC funds are available in the Environmental Learning Center Project, Project No. FA1040.  If approved, no additional ABC funds are available for the ELC project.

I move to approve Amendment No. 1 to the Architectural Services Agreement for Phase 2 of the Environmental Learning Center Project with Jones Studio, Inc., supporting Pillar 4’s spending of the remaining ABC funds for the Environmental Learning Center to complete Phase 2.
