PURPOSE:
To introduce an ordinance to amend City Code Section 11.08.710 regarding hot fueling.
BACKGROUND:
The topic of hot fueling was brought up during the March Airport Advisory Board meeting. Hot fueling is the fueling of an aircraft while the onboard engines/ignition sources are running. Ignition sources include, but are not limited to, engines, exhausts, auxiliary power units, and combustion-type cabin heater exhausts.
Hot fueling may be requested to save time and/or to save a cycle on a turbine engine. Hot fueling may also be requested for jet aircrafts that want to have auxiliary power units on for the purpose of starting the air conditioning in preparation for the boarding of passengers, and/or, to power the cockpit panels to perform needed preflight checks and flight planning, or as required by military protocols or system requirements.
Currently, hot fueling is not allowed at the airport by City Code but is occurring. The proposed ordinance, if adopted, allows hot fueling only in accordance with NFPA 407. Section 5.21.2 requirements. This practice allows hot fueling while ensuring that safety precautions are intact.
The Airport Supervisor would review and approve the procedures of the Airport fuel suppliers using these procedures under his normal safety and management responsibilities included in other areas of the City Code.
Staff recommends introduction of this ordinance.
