PURPOSE:
To approve the submission of a grant application to the Arizona Governor’s Office of Highway Safety to fund traffic enforcement and equipment.
BACKGROUND:
The State of Arizona Governor’s Office of Highway Safety (GOHS) provides grant funding through the Police Traffic Services program to reimburse for personnel services (overtime) and associated employee related expenses to conduct traffic enforcement, as well as funding to purchase traffic related equipment. This grant application is due March 15, 2019, and if awarded will be effective for Federal Fiscal Year 2020, which runs from October 1, 2019, through September 30, 2020.
COMMUNITY IMPACT:
The Lake Havasu City Police Department has been awarded and utilized GOHS grant funding for a number of years for DUI enforcement, traffic enforcement, and traffic equipment, resulting in an increase in safety by removing impaired drivers from the roadway and targeting high traffic complaint areas throughout the community.
FISCAL IMPACT:
Appropriation in the amount of $40,000 will be requested through the Fiscal Year 2019-20 budget process. There is no match requirement.

SUGGESTED MOTION:Recommended Action
I move to approve Resolution No. 19-3287 approving the submission of a grant application to the Arizona Governor’s Office of Highway Safety for traffic enforcement and equipment; and authorize the City Manager to execute the application and grant agreement, deliver all documents necessary to carry out the terms and intent of the grant, and take all steps necessary to implement and complete the activities funded and required by the grant, subject to necessary review and approval by the City Attorney.
