PURPOSE:

Award Bid for the North Regional Wastewater Treatment Plant Influent Screen Replacement, ITB No. RB19-WWTP-3043 in accordance with City Code § 3.10.030.1.5.1.

 

BACKGROUND:

Bids were opened on January 4, 2019, for replacement of the North Regional Wastewater Treatment Plant Influent Screens. There were three bidders, ranging from a high of $564,061 to a low and recommended bid of $279,860. The budget estimate is $536,000.  This is a rebid.  The original bid opening was held on December 19, 2018.  Only one bid was received from Ovivo USA, LLC in the amount of $725,797, which was rejected. 

 

The current influent screens at our North Regional Wastewater Treatment Plant (NRP) have deteriorated to the point of replacement ahead of schedule.  They are scheduled for replacement in Fiscal Year (FY) 2019-20. However, we are expecting approximately $27,000 in additional repairs this fiscal year.  Since FY 2011-12 through 2018, we have spent $271,802 in parts and labor keeping the screens operational.  The current screens cannot handle the daily peak flows.  These screens are no longer manufactured and currently there are only three of this particular model still in use worldwide.  It currently takes approximately 20-24 weeks lead time to obtain parts.

 

COMMUNITY IMPACT:

Evaluating and replacing critical assets in our Utilities System ensures both functionality and efficiency for our citizens and rate payers. Advancing this action saves high maintenance costs over the next several years, improves reliability and increases capacity, possibly delaying major upgrades for capacity issues.

 

FISCAL IMPACT:

Funds are available in the Wastewater Fund (Wastewater Capital Outlay 533.4210.422.6104).
