Adopt Resolution No. 19-3275 Ratifying the Submission of an Application for a Grant to the Federal Aviation Administration (FAA) for Reconstruction Design of Taxiway A and Connector Taxiways (W. Mark Clark)

PURPOSE:

To ratify the submission of an application for a Grant to the Federal Aviation Administration (FAA) for Reconstruction Design of Taxiway A and Connector Taxiways which was due December 28, 2018 (submitted) in the amount of $430,500 of which Lake Havasu City’s share would be less than $40,000 and could be as low as $20,000 pending State of Arizona participation (90% Federal), possible State 5% matching. Possible in-kind match for the local share.

 

BACKGROUND:

Lake Havasu City, the Arizona Department of Transportation (ADOT), and the FAA develop an annual grant funded eligible Airport CIP and then incorporate those plans into the local CIP. The recently developed ACIP includes approximately $15,653,500 worth of projects over the next five years including both major taxiway and runway pavement rehabilitation and maintenance. This project is the first of those efforts and is estimated at $430,500 in design and $6,342,200 in construction and construction administration. The City’s share of that later effort would be between $317,110 and $634,200, depending on State participation.

 

State funds matching the local government share are normally available to match the federal funds, but are not guaranteed.  The local government should be ready to advance the project without State participation, if necessary.

 

The current pavement was constructed as a part of the original Airport development (1991) and one pavement upgrade of the runway over the last 27 years. This effort provides for a safe and functional runway and taxiway system for the next 20 to 25 years, with routine maintenance.

 

The Federal funding and grant cycle means that approval of this specific application could occur in the 2019 calendar year, with the likelihood that it will be in the May to September time frame.

 

COMMUNITY IMPACT:

The Airport provides over 100 direct private sector jobs, several significant businesses and another critical transportation opportunity, including freight and medical, to our community.  It is a vital part of the community with over 100 fixed based aircraft and 45,000 take offs and landings each year.

 

Over the 5-year time period, for the grant match of 5% to 10%, Lake Havasu City will have over $15,000,000 of construction, construction administration and design activity, with the majority of the purchases of construction materials from local suppliers.

 

Currently Airport revenues support the majority of the day to day operational costs. Efforts to increase revenue will be refined as a part of the recently started Airport Master Plan and RFP for new land use (approximately four acres).

 

FISCAL IMPACT:

Funds in the Airport Operations Budget (Salary and Operational Savings) for Fiscal Year 2018-19 would be available if the work is started prior to July 1, 2019.  Funds are budgeted as a part of the normal CIP process for Fiscal Year 2019-20 and beyond.

I move to adopt Resolution No. 19-3275 ratifying the submission of an application for a grant to the Federal Aviation Administration (FAA) for Reconstruction Design of Taxiway A and Connector Taxiways and all appropriate City Manager actions, in the total amount of approximately $430,500 with an approximate local match of less than $40,000.
