PURPOSE:

To approve a Cooperative Purchase from Vac-Con, Inc., through its agreement with the Houston-Galveston Area Council (H-GAC), under Contract No. SC01-18 in accordance with City Code Section § 3.10.010.5(A)(1).

 

BACKGROUND:

This equipment will assist Wastewater with cleaning approximately 350 miles of sewer system, maintaining 70+ lift stations, and cleaning within the three (3) Treatment Plants and most importantly, responding to emergencies to prevent or mitigate spills and breakdowns.  This equipment also has a subsidiary use in Water, Streets, and Parks & Recreation for pot holing, storm sewer cleaning, valve maintenance, and hydro-excavating but is not the primary function or need. The new units will not be used for those activities that are hard on the machinery (pot holing, valve maintenance, hydro excavating) to extend their lives. We anticipate a 10 to 15-year use range.

 

A review of four (4) different manufacturers was completed by the Wastewater Division as well as a comprehensive review of the two existing units (2004 and 2010) and repair/rehabilitation strategies. Through this process, it was determined to make the recommendation to purchase two new units.

 

The cost for both vehicles is $876,820.30, including sales tax & delivery.

Lake Havasu City does use local septic haulers/pumpers as available but their emergency response time can vary and be outside the window of required need resulting in large impact of a spill or overflow.

 

COMMUNITY IMPACT:

Having the appropriate equipment for Wastewater routine and emergency maintenance response allows Lake Havasu City to maintain and manage our Sewer System within all required Environmental Regulations and prevent damage to our local environment and economy.

 

Not only does Lake Havasu City operate and maintain a Citywide wastewater system, it has specific facilities near the lake and washes and assists (by contract) with the maintenance of many private lift stations along the Channel.

 

FISCAL IMPACT:

Funds are available in the Fiscal Year 2018-19 Wastewater Capital Outlay Fund (Account No. 533.4210.422.6104).
