Adopt Resolution No. 19-3274 Authorizing the Filing of Applications with the Federal Transit Administration for Federal Transportation Assistance as the Direct Recipient of Funding (Section 5307) and Authorizing Execution of Necessary Documents and Implementation of the Activities Funded by the Grant (Patrick Cipres)

PURPOSE:

To adopt a resolution authorizing City staff to submit the necessary applications to the Federal Transit Administration (FTA) to enable Lake Havasu City to become a direct recipient of Federal Transportation Assistance funding. 

 

BACKGROUND:

Lake Havasu City has met the standards to become the direct recipient of 5307 funding from the Federal Transit Administration (FTA). The 5307 funding is a new process for Lake Havasu City. In previous grant funding for Transit Projects Lake Havasu City would coordinate with the Arizona Department of Transportation (ADOT) who would administer the funding process and agreements to distribute FTA funds to Lake Havasu City. This new process will exclude ADOT from the 5307 process as Lake Havasu City will be the direct recipient of the 5307 apportionment awards. These funds will be used for current and future Transit Projects. The funds have a City match of 10% for capital projects and a 50% match for operational purchases.

 

As a result of the 2010 census, Lake Havasu City is now identified as a Small Urbanized Area (UZA) by the Federal Transit Administration, UZA’s are cities that have 50,000 to 200,000 permanent residents. On April 26, 2018, Fiscal Year 2017-18, the FTA announced through ADOT that Lake Havasu City will be the direct recipient of 5307 apportionments from the FTA. The City has replied with an intent to obligate letter to ADOT for the 2018 apportionments. The 2018 amount is $365,486 and Lake Havasu City has up to five years to use it. Lake Havasu City is eligible to match up to approximately $750,000 of FTA funding annually. This request is for a submittal of $25,000 to act as a match for the Metropolitan Planning Organization (MPO) funds used for the Transit Master Plan currently underway.

 

COMMUNITY IMPACT:

The LHMPO has released a Request for Proposal for a Transit Study which has an estimated completion timeline of July 2020. Once completed, this comprehensive Transit Study will provide a data driven view of the transit needs of the community in its entirety. The scope of the study will include a review as well as recommendations for a multi-phase data driven plan.

 

FISCAL IMPACT:

Matching funds will come from the current annual Havasu Mobility budget which will be prioritized to leverage these additional matching funds. Currently the program is funded from the Lake Havasu City general fund and local committed stake holders with only a limited match for vehicle purchases from FTA. Going forward Lake Havasu City will be notified annually of the new fiscal years’ apportionment amount usually in April or May.
