PURPOSE:

Award bid for Fiscal Year 2018-19 Crack Seal Program, ITB No. B19-SM313N-3011 in accordance with City Code § 3.10.030.1.5.1. 

 

BACKGROUND:

Lake Havasu City maintains its roadways with standard maintenance practices, including the crack sealing of those roadways scheduled for future chip seal or asphalt concrete pavement in need of this treatment. This will be the fifth year that the City will utilize contract services to complete our Crack Seal Program.

 

The City provides the material to the contractor from the Arizona State Contract pricing, ensuring a low cost for materials. This year’s program cost for labor is approximately $0.21 per square yard. This is an increase from last year’s very low price of $0.066 per square yard, but more in line with the average price over the last three years of $0.155 per square yard and may be a result of a reduction in volume.

 

Approximately 889,000 square yards will be treated this year, slightly smaller in area compared to last year’s program. This is the equivalent of approximately 45 miles of roadways, or about 10% of our total asset.

 

There were seven bidders for this work, ranging from the low bid from Regional Pavement Maintenance of $186,100 to a high of $344,500. The average of all seven bids was $242,835.

 

COMMUNITY IMPACT:

By contracting out this work, the City maximizes the efficiency and effectiveness of the community’s resources. Crack sealing extends the life of the roadways and maximizes the community’s return on investment. This work will address approximately 10% of our total system.

 

FISCAL IMPACT:

Appropriations are available in the Highway User Revenue Fund (HURF) for Fiscal Year 2018-19 (Account # 221-5110-403-43-06; Street Repair Contractual Services).
