PURPOSE:
Award Bid for the Lake Havasu Avenue Reconstruction Project in accordance with City Code § 3.10.040. (Project No. ST3270)
BACKGROUND:
On September 19, 2018, two sealed bids were opened for this project and the two responsive bidders are as follows:
Base Bid
C.S. Legacy Construction, Inc. $3,570,372.59
Combs Construction, Inc. $3,898,412.29
The total budget for this project is $3,790,000 of which $214,231.82 will be spent on construction management services and the purchase of traffic signal equipment, bringing the total project cost in just under budget by $5,395.59.
Bid Alternates #1 and #2 are not being recommended for award since the total cost of those alternates exceed the available budget. Bid Alternate #1 was for an upgraded pedestrian crosswalk finish and Bid Alternate #2 was for upgraded pedestrian lighting.
COMMUNITY IMPACT:
The Lake Havasu Avenue Reconstruction Project will provide for a complete reconstruction of the roadway section between Swanson Avenue and Mesquite Avenue to improve traffic flow and provide safety enhancements by installing medians, and the reconstruction of pedestrian facilities to meet current ADA standards. Aging public infrastructure such as water mains, sewer mains, manholes, stormwater and drainage, roadway surfaces, and traffic signal components will be upgraded as well.
FISCAL IMPACT:
Sufficient funds are available in the above listed fund sources for the Lake Havasu Avenue Reconstruction Project, Project No. ST3270.
