Adopt Resolution No. 18-3246 Designating the Unnamed Alley in Tracts 2287 and 2289 (Alley 45) as “Ballard Way” in Honor of John Ballard (W. Mark Clark)

PURPOSE:

Name unnamed alley “Ballard Way” at the request of a citizen in accordance with City Operation Policies and Procedures (O.P.P.) 7.01 - Street Naming and Renaming.

 

BACKGROUND:

On May 22, 2018, Lake Havasu City received a citizen request (completed application attached) to name the unnamed alley between Sweetwater Avenue and Osborn Drive in honor of the late John Ballard, “Ballard Way.” Mr. Ballard was a resident of Lake Havasu City from 1998 to 2017. He was a Lions Club Member since 1962. He was active in the community and initiated the Ping Pong Club through the Parks and Recreation Department.

 

In accordance with O.P.P. 7.01, the request was submitted to the Review Committee in the Operations Department, which analyzed the request and recommends approval. 

 

This street segment is 4,500 feet long with seven intersections requiring signage. There are no addresses on this street to be affected by the naming.  Additionally, O.P.P. 7.01 is being updated to further define “noteworthy” and require additional information for naming/renaming of roadways for people.

 

COMMUNITY IMPACT:

O.P.P. 7.01 - Street Naming and Renaming recognizes the public benefit from honoring notable citizens while having a standard for street naming/renaming. In this case, additional public benefit from identifying an unnamed alley in a heavily traveled area can reduce the incidence of lost visitors as identified in the application.

 

FISCAL IMPACT:

Funding in the HURF Operations budget is available for this action at an approximate cost of $1,000.

SUGGESTED MOTION:Recommended Action

I move to adopt Resolution No. 18-3246 designating the unnamed alley in Tracts 2287 and 2289 between Sweetwater Avenue and Osborn Drive as “Ballard Way” in honor of John Ballard and authorize City staff to take the appropriate actions to accomplish this action.
