COUNCIL COMMUNICATION
TO: Honorable Mayor and Council
FROM: Doyle Wilson, Water Resources Coordinator
SUBJECT:Title
Adopt Resolution No. 18-3227 Approving the Submission of a WaterSMART Grant Application to the Bureau of Reclamation for the Infrastructure Design from the Recovery Well to the Effluent Pipeline (Doyle Wilson)
Body
FUNDING SOURCE:
Bureau of Reclamation WaterSmart Water Conservation Field Services Grant
Irrigation and Drainage District Fund
PURPOSE:
Establish engineering design work for construction of infrastructure from the North Regional recharge field recovery well to North Regional effluent pipeline.
BACKGROUND:
A water well was constructed in 2016 at the North Regional Wastewater Treatment Plant (WWTP) recharge field for the purpose of recovering recharged effluent. Water from this well is planned to be delivered, as necessary, to the City’s main effluent pipeline installed nearby when the North Regional WTTP was constructed in 2007. Creation of engineering design of the necessary infrastructure and appurtenances to successfully pump and deliver water from the well to the effluent pipeline is the first step of the process.
COMMUNITY IMPACT:
This project represents the initial stage to increase the availability of treated wastewater for reuse that would replace potable water irrigation and lengthen availability of the City’s Colorado River allocation.
FISCAL IMPACT:
The Field Services grant opportunity is a 50/50 percent cost share venture, that includes appropriate in-kind service by City staff. Engineering estimate on the design work is $25,000. Net Fiscal Year 2018-19 impact after reimbursement will be $10,287.00 or less with in-kind service included.
