Approve the Wastewater Treatment Agreement with North Point, LLC, to Provide Wastewater Service to the Viewpoint Estates Subdivision (Jeremy Abbott)

PURPOSE:
To provide sanitary sewer service to the Viewpoint Estates Subdivision.
BACKGROUND:
The Viewpoint Estates parcel has always been a separate defined piece of the original North Pointe Subdivision, or then referred to as the Fidence Development, which the then developer entered into an agreement with Lake Havasu City in 2004 to provide sewer service to the North Pointe Subdivision. The agreement required the developer to design, permit and construct gravity sewer facilities and a wastewater lift station for the then proposed North Pointe Subdivision. The lift station for the entire development was constructed by the previous owner and is currently maintained by Lake Havasu City. The capacity of the sewer system is sufficient to provide sewer service to this Subdivision and all future North Pointe Phases as well.
COMMUNITY IMPACT:
Providing sewer service for 269 new single-family lots along with a recreational center. As the lots develop and pay the required Treatment Capacity Fees, those fees will go towards existing infrastructure operations, maintenance and debt service. Future wastewater service fees for those properties will offset the current operating and maintenance cost of the existing pump station and gravity system as well as wastewater treatment.
FISCAL IMPACT:
Viewpoint Estates will create 269 new lots. Based on $2,000 per single-family residential lot, $538,000 in Treatment Capacity Fees will be generated for the City.
