PURPOSE:

Award Agreement for Professional Services for the Environmental Learning Center Economic Analysis in accordance with City Code Section 3.10.040.  (Project No. FA1040)

 

BACKGROUND:

In November of 2017, staff and members from the Vision 20/20 Water Pillar performed a consultant selection process to obtain professional services for the Environmental Learning Center.  The selection process used was a qualifications based process, which required response to an RFQ and subsequent interviews. Jones Studio, Inc. was chosen by the selection committee to provide professional services to the City.

 

Staff and the Vision 20/20 Water Pillar has negotiated a fee of $206,680 with Jones Studio, Inc. for Professional Services, which we feel is fair and reasonable.

 

Budget appropriations will be used from savings realized in the Fields Needs Improvement Project, FA1020. Funding will come from the Partnership for Economic Development (PED) in the form of a donation from a portion of the ABC competition prize money.

 

COMMUNITY IMPACT:

This project is a major component of the City’s Vision 20/20 Plan, a program developed by the community that led to the City winning $2 million in Frontier Communications’ America’s Best Communities competition.

 

The Environmental Learning Center will serve multiple disciplines, including the multitude of government agencies, water authorities, special districts, schools, universities and Lake Havasu City. The City intends to relocate its state-certified water quality laboratory to this new facility and incorporate its presence into the teaching and data-gathering functions.

 

FISCAL IMPACT:

Sufficient funds are available in the Environmental Learning Center Project, Project No. FA1040.  Account # 351-1840-401.31-11.
