Approve Cooperative Purchase Agreement for Various Rockwell-Allen Bradley Components, Electronics, Hardware, Software and Services from Border States Electric Supply

PURPOSE:
To approve execution of a cooperative purchase agreement with Border States Electric Supply, through its agreement with the City of Tempe, Arizona, under Contract Number WUD16-168-01 in accordance with City Code Section 3.10.010.5(A)(1).
BACKGROUND:
Rockwell Automation/Border States Electric currently is the sole distributor appointed and authorized to sell Allen-Bradley Standard Controls, Drives, PLC/MMI, Rockwell Software products and all service offerings in the geographic area of Arizona.
The Water Treatment Plant has 26 motor controllers of various sizes. To date, nine have been replaced over the last five years. The remaining 17 are approximately 14 years old and nearing the end of their useful life. Implementing a scheduled asset replacement will avoid unnecessary and excessive damage to existing infrastructure which will be a benefit to the rate payers and provide consistent service. A typical lifespan for a motor controller would be 10 years and our previous management plan was to replace upon failure. By implementing a planned replacement for the remaining units over 10 years old, we will provide better and more efficient service. The tentative plan would be to replace the worst four this year and again four the next year, and possibly the remaining nine the next two years after that.
There are 31 motor controllers at the pump stations, some of which are currently over 10 years old. We will be developing an asset plan for this equipment also.
Presently, it is necessary to purchase four (4) High Service Pump Soft Starts and Programmable Logic Controllers (PLCs) for replacement in Electrical Rooms 1 through 4 at the Water Treatment Plant.
COMMUNITY IMPACT:
Preplanned asset replacement avoids unnecessary and excessive damage to City infrastructure and helps the City to provide better and more efficient service.
FISCAL IMPACT:
Sufficient funds in the amount of $50,000 are available in Water Production Supplies Account No. 521.4110.421.5219 for the Programmable Logic Controllers (PLCs) in Electrical Rooms 1 through 4 at the Water Treatment Plant and $50,000 is available in Water Production Supplies Account No. 521.4110.421.5213 for the four (4) High Service Pump Soft Starts at the Water Treatment Plant which will be transferred to Account No. 521.4110.421.6104 Capital Machinery and Equipment.
