Approve Cooperative Purchase Agreement for a Standard Rovver X System with VC200 Pendant with Haaker Equipment Company through National Joint Powers Alliance Cooperative

PURPOSE:

To approve execution of a Cooperative Purchase Agreement with Haaker Equipment Company for a Rovver X System through the NJPA Cooperative in accordance with City Code Section 3.10.010.5(A)(1).

 

BACKGROUND:

Lake Havasu City originally purchased its camera system and TV truck in 1997 for use in inspecting and exploring the sewer system. Last year the system failed and we attempted to again repair and refurbish, but parts were unavailable. The system had been repaired and updated several times in the last 20 years, but due to its obsolescence and the nature of the failures this time, we were unable to do so. We have done without a system since last summer and need to move forward with an immediate purchase.

 

Due to a lack of an available camera system, we have had to expend man-hours excavating for laterals not located accurately, not been able to inspect lines in a timely manner and would expend additional funds to contract this work out. As an example, we are awaiting determination as to whether we should contract for approximately 8,000 feet of inspection for $9,000. We should be inspecting a minimum of 40 to 50 miles of line each year. In addition to the cost, we would be experiencing a three to four weeks delay based on the contractor’s schedule and availability.

 

Systems range from approximately $50,000 to $150,000 in the size appropriate for our use. The system recommended is a one-man unit which will also save time and labor hours.

 

The System is used for the following activities:

 

                     To locate laterals that are not listed on the as-builts or are incorrectly located. This saves a huge amount of time and resources from having to send a crew out and tear up the streets to look for the laterals.

                     To inspect main lines for root intrusion that causes backups such as recently occurred on Smoketree Avenue.

                     To inspect main lines when we pull back pipe during cleaning operations such as we did on the main clay line on the island.

 

Haaker Equipment Company is the authorized vendor for Envirosight. The price includes a discount for the Cooperative of $1,414.40 and a $1,305.60 discount for an in stock unit, for a final cost of $68,000. Shipping and taxes are estimated at $5,838.00.

 

COMMUNITY IMPACT:

Utilizing the cooperative purchase agreement for this purchase provides a savings (based on a larger purchase quantity) and results in a quicker acquisition of the equipment. 

 

FISCAL IMPACT:

Savings in account 533.4210.422.6104 in the amount of $120,000 are available for this purchase.
