Discussion, Direction, and Selection Process of Vice Mayor (Kelly Garry & Kelly Williams)

PURPOSE:

To select a new Vice Mayor and to discuss the future selection process. 

 

BACKGROUND:

In accordance with the City Code, the Vice Mayor shall be designated by the Council members at the first regular meeting after their election (Code section below).  The Code suggests that the term of the Vice Mayor should be for at least two years following the staggered election cycles of Council members. 

 

For the last several years, the Vice Mayor has been selected annually.  The term of the Vice Mayor is not statutorily set.  Also, a survey of other cities and towns revealed there is no common practice and the terms vary from one-year up to four-years.  The predominate practice being either one-year or two-year terms.

       

City staff needs direction whether to revise the City Code and continue with the annual selection of a Vice Mayor, or to revert to a two-year term selection process.

City Code § 2.08.030 VICE-MAYOR-SELECTION BY COUNCIL-POWERS AND DUTIES.

   The Council members shall, at the first regular meeting after their election, designate 1 of its members as Vice-Mayor, who shall serve at the pleasure of the Council. The Vice-Mayor shall perform the duties of the Mayor during his or her absence or disability.

 

COMMUNITY IMPACT:

The Vice Mayor performs the mayoral duties when the Mayor is not available affording reliability and stability to the community.
