PURPOSE:

Award bid for FY 2017-18 Fog Seal Program in accordance with City Code Section 3.10.075.020.

 

BACKGROUND:

Lake Havasu City maintains its roadways with standard maintenance practices, including the fog sealing of those roadways which have been paved or slurry sealed.

 

Approximately 55,000 square yards of roadway will be treated which is equivalent to approximately three miles of full width roadway. This work consists of fog sealing the entire length of the SR 95 Multi-Use Pathway (approximately eight miles) and the Mesquite Parking Lot. The cost of this treatment is $1.07 per square yard. This is higher than our previous price of $0.548 per square yard in FY 14-15. That project was five times the size of this work. The engineers estimate for the project was $75,000. Six bids were received. The lowest bid (recommended) did include one exception, a reduction in the per day quantity produced requirement from 2,500 gallons per day to 1,800 gallons per day. Staff found this exception reasonable as it is in compliance with the requirement to have this project completed within 20 calendar days and feel the approximately $2,000 savings over the next low bidder is value added. The difference changes the approximate duration of the job from seven to nine work days.

 

COMMUNITY IMPACT:

By contracting this work out, we maximize the efficiency and effectiveness of our community’s resources allocated to roadway maintenance. Fog sealing roadways seals the surface and prevents the loss of fine aggregate in asphaltic concrete pavements and slurry seals. This extends the life of the pavement and maintains a smoother surface. This work will address 3% of the City’s roadway assets.

 

FISCAL IMPACT:

Sufficient funds are available in the FY 17-18 Street Repair Contractual Services Account, Number 221.5110.403.4306, to perform the work.
