PURPOSE:
Approve cooperative purchase for Waterborne Traffic Paint and Glass Beads over $50,000, in accordance with City Code Section 3.10.010.5(A)(1).
BACKGROUND:
The Maintenance Services Division uses approximately 10,000 gallons of traffic paint and 60,000 pounds of glass beads each year to stripe and restripe our city streets. This material will repair approximately 100 miles of roadway, depending on the configuration. Recently Lake Havasu City increased its standard roadway stripe width from 4” to 6” per the MUTCD to increase visibility and safety.
We anticipate expending approximately $80,000 this year for this activity, materials only.
This proposed transaction is through cooperative purchase from the Arizona Department of Transportation (ADOT), State Contract No. ADSPO17-152159.
COMMUNITY IMPACT:
Striping our roadways provides both traffic flow improvements as well as safety benefits for our community. Due to the use, weather and pavement condition, we typically restripe all roadways annually. Increasing the stripe with from 4” to 6” will increase visibility, especially at night or during inclement weather by 50 percent.
FISCAL IMPACT:
Funds are available in the FY 2017-18 Street Restoration Supplies Account No. 221.5110.403.5209.

I move to approve a multi-term Cooperative Purchase Agreement with a termination date of October 26, 2021, for Waterborne Traffic Paint and Glass Beads from Ennis-Flint, for annual expenditures anticipated to exceed $50,000, utilizing the ADOT State Contract ADSPO17-152519.
