Award Bid for Fiscal Year 2017-18 Crack Seal Program to Cholla Pavement Maintenance, Inc.

PURPOSE:

Award bid for FY 2017-18 Crack Seal Program, ITB No. B18-SM313N-2751 in accordance with City Code § 3.10.030.1.5.1. 

 

BACKGROUND:

Lake Havasu City maintains its roadways with standard maintenance practices, including the crack sealing of those roadways scheduled for future chip seal or asphalt concrete pavement in need of this treatment. This will be the fourth year that the City will utilize contract services to complete our Crack Seal Program.

 

The City provides the material to the contractor from the Arizona State Contract pricing, ensuring a low cost for materials. This year’s program cost for labor is approximately $0.066 per square yard, a drop from last year’s price of $0.169 per square yard and a further drop from FY 15-16 price of $0.231 per square yard. The drop is a result of the increase in the number of bidders (Nine this year up from five the previous year) and the reduction in the number of cracks per mile in our roadways.

 

Approximately 1,050,000 square yards will be treated this year, similar in area to last year’s program. This is the equivalent of approximately 56 miles of roadways, or about 13% of our total asset.

 

There were nine bidders for this work, ranging from the low bid from Cholla Pavement Maintenance, Inc., of $186,100.00 to a high of $349,500.00. The average of all nine bids was $257,840.22.

 

COMMUNITY IMPACT:

By contracting out this work, the City maximizes the efficiency and effectiveness of the community’s resources. Crack sealing extends the life of the roadways and maximizes the community’s return on investment. This work will address approximately 13% of our total system. Funding this year provides a cycle of chip seal and crackfill for our community’s roadway on an eight year rotation.

 

FISCAL IMPACT:

Appropriations are available in FY 17-18 in Account 221-5110-403-43-06; Street Repair Contractual Services.
