PURPOSE:

Award Agreement for Professional Services for McCulloch Boulevard (Smoketree to Acoma) Utility Inspection & Review Project in accordance with City Code Section 3.10.040.  (Project No.ST3280)

 

BACKGROUND:

The McCulloch Boulevard, Mesquite Avenue, and Swanson Avenue pavement sections are at the end or quickly approaching their useful life as demonstrated by failure, cracking and rutting. The current Pavement Condition Index (PCI) for these sections of roadway range from 37 to 78 on a scale of 100, McCulloch Boulevard being the lowest. The original design project scope was revised and the budget increased last Fiscal Year to allow the complete review, inspection and analysis of all the utilities within the “Downtown” area. This will provide a more accurate cost estimate for the underground portion of all the future Downtown projects.

 

Staff has negotiated a fee of $186,093 with Kimley-Horn for Professional Services, which we feel is fair and reasonable.

 

COMMUNITY IMPACT:

The complete reconstruction of these roadway sections are being evaluated. Current budget allows for the rehabilitation of the pavement only. With the potential to incorporate the downtown design guidelines and required ADA improvements increasing an already major capital investment, staff feels it is critical to evaluate the current condition of all underground utilities prior to moving forward with specific design effort for any of the roadway sections.

 

Utility evaluations of the current water, sewer and storm drain systems will be completed and staff will closely coordinate with local private utilities to incorporate upgrades as needed. Recommendations and potential cost impacts will be provided.

 

FISCAL IMPACT:

Sufficient funds are available in the McCulloch Boulevard (Smoketree to Acoma) Project No. ST3280, Account No. 221-5110-403.62-02.
