Approve Small Enterprise Agreement for City-Wide Geographic Information System with Environmental Systems Research Institute, Inc.

PURPOSE:

To renew the City’s sole source licensing for City-Wide Geographic Information System (GIS) software, in accordance with City Code Section 3.10.010.5.16.

 

BACKGROUND:

Environmental Systems Research Institute, Inc. (ESRI) is the software platform that the City’s mapping applications operate on. This includes two GIS servers, the city viewer, the maps available on the website, the handheld GPS collection devices, the public safety mapping for 911, police and fire vehicles, and integration with the City’s Asset Management System.  The agreement also provides the City with other benefits such as a $5,000/year credit for online non-instructor lead classes. The City receives top tier software support as an Enterprise Licensed City.

 

COMMUNITY IMPACT:

Having unlimited access to the ESRI software suite enables the City to create a GIS data repository that is accessible to all City employees. It includes data from water, wastewater, planning, parks, streets, and public safety. The GIS is utilized in some capacity by every City department.  This central access point reduces the amount of staff time spent tracking down interdepartmental data and allows for better, more informed decision making. The City also currently hosts an array of online maps available to the public via the City website.

 

FISCAL IMPACT:

Sufficient funds are budgeted and available in the General Fund Information Technology Account: 110-1620-401.33-16

SUGGESTED MOTION:Recommended Action

I move to approve the sole source purchase of an enterprise license; and approve and authorize the City Manager to execute the Small Enterprise Agreement with ESRI for a period of three years at a cost of $57,160.50 per year.
