PURPOSE:
Approve and authorize City Manager to execute a Professional Services Agreement (Contract No. 18-2710) to provide substance abuse and behavioral health treatment services for Veteran participants in the Lake Havasu City and the City of Kingman Regional Veteran Treatment Courts in accordance with City Code Section 3.10.010.5.A.2.
BACKGROUND:
Lake Havasu City, in conjunction with Kingman and the Regional Veterans Treatment Court, applied for and was awarded a SAMHSA grant for the enhancement of substance abuse services for Veterans ineligible for local Veteran Affairs services. The three-year grant will provide $112,530.00 annually for substance abuse and behavioral health treatment services for Veterans participating in a Veterans Treatment Court program. A notice was published in two area newspapers requesting Letters of Interest. Southwest Behavioral Health Services, Inc., was the sole, qualified respondent.
COMMUNITY IMPACT:
Strengthening treatment programs reinforces the City’s and community’s commitment to supporting the Veterans Treatment Court; providing necessary treatment for justice involved veterans and enhancing the safety of our community.
FISCAL IMPACT:
Federal SamHSA Grant funds allocated for substance abuse and behavioral treatment:
FY 17/18 - $112,530.00
FY 18/19 - $112,530.00
FY 19/20 - $112,530.00

I move to approve and authorize the City Manager to execute a Professional Services Agreement with Southwest Behavioral Health Services, Inc., in the amount not to exceed $112,530.00 annually and further authorize City staff to exercise the options to renew for two (2) additional one (1) year terms contingent on receiving the allotted grant funding.
