Approve Cooperative Purchase of Pavement Crack & Joint Sealer from Crafco, Inc. for FY 2017-18

PURPOSE:                      

Approve cooperative purchase for pavement crack and joint sealer in accordance with City Code Section 3.10.010.5(A)(1).

 

BACKGROUND:

The Maintenance Services Division uses approximately 300,000 pounds of pavement crack and joint sealer every year to maintain city streets. This material will repair approximately 56 miles of roadway, depending on the severity of the cracks. A contracted crackfilling service will utilize city-provided material to effectively and efficiently work this pavement repair process to achieve maximum value of time and cost. Crackfilling prepares city streets for the annual Chip Seal program. We anticipate expending approximately $135,000 this year for this activity.

 

Material is ordered by the truckload, in approximate loads of 45,000 pounds. The current ADOT unit price for pavement crack and joint sealer with delivery to Lake Havasu City is $0.3834 per pound, plus applicable sales tax. Pricing was reduced two years ago and has remained constant for this contract, which expires December 2017. Only the amount of material necessary to complete the critical work will be purchased.  The Maintenance Services Division spent $94,467.19 in FY 2014-15, $123,822.97 in FY 15-16 and $149,960.30 in FY 16-17 for crack and joint sealer.

 

This proposed transaction is through cooperative purchase from the Arizona Department of Transportation (ADOT), State Contract Blanket Purchase Order No. ADSPO13-035060.

 

COMMUNITY IMPACT:

Using crack and joint sealer in the roadway repair process prior to Chip Sealing provides for stronger, longer lasting pavements for the driving public.

 

 

FISCAL IMPACT:

Funds are available in the FY 2017-18 Street Restoration Supplies Account No. 221.5110.403.5209.
