COUNCIL COMMUNICATION

TO:                                          Honorable Mayor and Council

FROM:                     Daniel P. Doyle, Chief of Police

SUBJECT:Title

Adopt Resolution No. 17-3165 Approving and Authorizing the City Manager to Execute a Data Access / Exchange Agreement with the Arizona Department of Transportation (ADOT) for Access to ALISS Database and Safety Data Mart

Body

FUNDING SOURCE:

N/A

PURPOSE:

To adopt Resolution No. 17-3165 approving a Data Access / Exchange Agreement with ADOT for access to ALISS Database and Safety Data Mart.

BACKGROUND:

The Arizona Department of Transportation is the license holder for Arizona Traffic and Criminal Software (TraCS) for the State of Arizona, which is electronic forms management software available for use by all law enforcement agencies for electronic traffic citations, traffic crash reports, DUI affidavits, and other traffic safety data forms.  To utilize this software, ADOT requires an agreement with the City to access the Accident Location, Identification and Surveillance System (ALISS) and the Safety Data Mart to query, analyze and retrieve crash data.

COMMUNITY IMPACT:

Having all necessary forms in one software platform allows officers to group all documents from an incident and allows auto-population from one form to another, resulting in more efficient completion of required forms and mandatory state reporting.  Citation data can be electronically sent to the Court allowing for a streamlined process for staff and the community.

FISCAL IMPACT:

ADOT is the license holder and pays the annual maintenance fee for TraCS; there is no cost to the City.
