PURPOSE:
Award bid for the Wash Stabilization Improvements Bid Package #2 in accordance with City Code Section 3.10.040. (Project No. DR1010)
BACKGROUND:
On July 13, 2017, sealed bids were opened for the project and five bids were received in response. The five responsive bidders are as follows:

The total recommended bid award of $3,256,325 does include the Schedule B Additive Bid which is $237,397 (7.9%) above the Engineer's Estimate of $3,018,928. Prior work on this project, which was expected to be completed and paid in 2016-17, was not completed and must be paid for with current budget. The Flood Control dollars are still available but were not carried forward into the current year’s budget. The total project budget has not been exceeded but the 2017-18 budget is short approximately $700,000. Staff recommends transferring budget from the 2018 Tank & Booster Station Improvements to complete this project.
This project consists of the construction of concrete grade controls structures, drop structures and bank protection using, concrete slope paving and gabions to protect existing wash banks and beds from erosion during flood events.
COMMUNITY IMPACT:
The Lake Havasu City study area included approximately 77 miles of washes, most of which are unlined, distressed and exhibiting signs of instability and degradation. Each wash reach was evaluated by objectively scoring its risk due to failure. These are the next areas that were identified in the study as greatest risk. These improvements will serve to better protect the people, property, and infrastructure directly adjacent to the project areas.
FISCAL IMPACT:
Sufficient budget is available in the 2017 Wash Stabilization, Project No. DR1010, Account No. 526-4110-421.62-03 and 2018 Tank & Booster Station Improvements, Project No. WT7470, Account No. 521-4110-421.62-04.
